تحلیل مدل عوامل برون سازمانی موثردرتوسعه نوآوری سازمان های پژوهشی صنعتی
این پژوهش با هدف شناخت ارکان تشکیل دهنده «مدل عوامل برون سازمانی موثر بر توسعه نوآوری»، شناسائی روابط ارکان اصلی با یکدیگر و طراحی ساختار جامع مدل عوامل برون سازمانی موثر بر توسعه نوآوری در سازمانهای پژوهشی انجام شد. برای تدوین چارچوب نظری مدل پژوهش، پس از انجام مطالعات کتابخانه ای و اجرای مصاحبه های اکتشافی، مؤلفه های موثر بر توسعه نوآوری در سازمانهای پژوهشی استخراج و از طریق روش پژوهش پیمایشی ارزیابی گردید. دادهها از طریق توزیع پرسشنامه بین 300 نفر از افراد جامعه آماری، جمع آوری و هر کدام از مؤلفه های اصلی مدل، مورد سنجش قرار گرفت. جهت بررسی روابط علّی میان مؤلفهها از مدل معادلات ساختاری و نرم افزار LISREL استفاده شد. بر اساس یافته های پژوهش، مؤلفه «هوشمندی رقابتی» (از طریق تسلط بر فضای فناوریهای در حال ظهور، جذب و انتقال دانش، درک آینده قبل از رقیب ها، رسیدن به آینده قبل از مشتری و پیش بینی تغییرات بازار) تأثیرگذارترین عامل و پس از آن بهره گیری از «مراکز علمی و پژوهشی» (با الگویابی، برون سپاری و جذب ایده) و در کنار آن مؤلفه «مشتریان» (از طریق انجام پژوهش بر اساس نیاز مشتری و مشارکت دادن وی در کلیه فرآیندهای طراحی و خلق نوآوری و همچنین کسب رضایت مشتری) عوامل مهم بعدی موثر بر توسعه نوآوری در سازمانهای پژوهشی بودند.

چارچوبی برای همراستایی آینده نگاری انطباقی با سیاست گذاری مبتنی بر شواهد علم، فناوری و نوآوری
زمانی میتوان یک فعالیت آینده نگاری را موثر تلقی نمود که بتوان آثار و نتایج آن را به گونه ای مناسب در سیاستگذاری ملاحظه کرد. این موضوع به مفهوم آینده نگاری به عنوان ابزار هوشمندی سیاستی اشاره دارد. تا کنون چارچوبی برای نشان دادن نحوه اثرگذاری آینده نگاری بر فرآیند سیاستگذاری، ارائه نشده است، لذا پژوهش حاضر با هدف ارائه چارچوبی برای همراستایی آینده نگاری با سیاست گذاری، انجام شد. برای این منظور، روش شناسی ترکیبی با رویکرد طراحی اکتشافی ترتیبی مورد استفاده قرار گرفت. برای نشان دادن اینکه هر گام آینده نگاری، یک کارکرد برای هر گام سیاست گذاری دارد، ابتدا با استفاده از روش فراترکیب، چارچوبهای جامعی برای آینده نگاری و سیاست گذاری استخراج گردید. سپس با روش تحلیل تطبیقی پایدار، میان گام های استخراج شده برای آینده نگاری و سیاست گذاری و نیز کارکردهای سیاستی آینده نگاری همراستایی برقرار شد. در ادامه برای اعتبارسنجی چارچوب مفهومی پژوهش، آزمون دوجملهای مورد استفاده قرار گرفت. برای گردآوری داده های کمی، پرسشنامهای طراحی و توسط 15 نفر از خبرگان حوزه آینده نگاری و سیاست گذاری علم، فناوری و نوآوری کشور تکمیل گردید. کلیه فرضیه های پژوهش تایید شد و نتایج نشاندهنده اعتبار چارچوب پیشنهادی بود.

طراحی الگویی برای ارزیابی رهبری مبتنی بر نظریه پیچیدگی
عصر حاضر به عنوان عصر دانش و اطلاعات، با ویژگیهایی مثل افزایش رقابت و پیچیدگی همراه است. سازمانهای عصر دانش بنیان، ناگزیر شده اند تا رویکردهای مشارکت و شبکه سازی را در پیش بگیرند. رویکرد شبکه سازی، باعث ظهور مسائل جدیدی برای سازمانها شده است که مواجهه با آنها، منوط به بازنگری در پیش فرضهای قبلی علوم مدیریت، رهبری و سازماندهی است. در این مقاله تلاش می شود تا با نگاهی تحلیلی به این موضوع پرداخته شود و مدلی جهت ارزیابی رهبری مبتنی بر نظریه پیچیدگی ارائه گردد. برای ساخت مدل، فرض شد که هدف اولیه سازمان پیچیده، افزایش قابلیت انطباق و سرعت واکنش برای کسب نتایج نهایی است. در این راستا، نظریه های اصلی مفسر شبکه، یعنی نظریه پیچیدگی و نظریه رهبری پیچیدگی مورد استفاده قرار گرفت. برای تبیین سازماندهی در شبکه، از مفهوم فراساختار و برای تشریح فرایندهای اصلی در شبکه از فرایندهای اصلی نبرد شبکه مدار استفاده گردید. جمع بندی نهایی و یکپارچه کردن اجزای مدل با استفاده ازرویکرد تعالی سازمانی انجام شد. در نهایت یک مدل مفهومی، آزمون پذیر و عملیاتی برای ارزیابی رهبری مبتنی بر پیچیدگی ارائه گردید.

ارائه الگوی راهبردی ارزیابی عملکرد سازمانی مبتنی بر الگوی منطق
عملکرد به چتری تشبیه میشود، که تمامی مفاهیم حائز اهمیت برای دستیابی به موفقیت و انجام فعالیتها در سازمان را پوشش میدهد؛ بنابراین ارزیابی آن از اهمیت ویژهای برخوردار است. با وجود ارائه الگوهای مختلف، هنوز جای خالی الگویی جامع، متمرکز بر اهداف راهبردی، دارای قابلیت پوشش تمام موضوعهای کلیدی مورد نظر مدیران و همچنین امکان ارزیابی نوآوریهای راهبردی سازمان، احساس میشود. این پژوهش با هدف طراحی الگوی توصیف شده انجام شد. برای این منظور، ابتدا با تحلیل مفهومی و فلسفی، مهمترین ویژگیهای یک الگوی مطلوب از مطالعات کتابخانهای استخراج گردید و پس از طرح در گروه کانونی در قالب 5 ویژگی کلی دستهبندی شد. در ادامه با مطالعه 30 الگوی ارزیابی عملکرد و با استفاده از روش تحلیل تطبیقی (در دیدگاه سیستمی) الگوی راهبردی ارزیابی عملکرد سازمانی با 4 لایه ورودی، فرایندها، خروجی و پیامدها طراحی گردید. با توجه به اینکه در دیدگاه سیستمی، تاکید بر هماهنگی و ارتباط بین اجزا است، الگوی منطق نیز برای پررنگتر شدن بعد جامعیت و سلسله مراتبی بودن الگو مورد استفاده گرفت. برای اعتبارسنجی در مرحله اول، روش هدفمند و قضاوتی مبتنی بر شناخت و خبرگی استفاده شد. در مرحله دوم الگوی اصلاح شده در 21 رده راهبردی سازمان، ارزشیابی عملیاتی گردید. روایی سوالهای پرسشنامه پس از پیادهسازی آزمایشی در 3 رده سازمانی بررسی و تایید شد. میانگین امتیازهای پرسشنامه، مقبولیت 78 درصدی مدیران و صاحبنظران را در کل سازمان به همراه داشت.

شناسایی و ارزیابی معیارهای انتخاب صنایع با فناوری برتر در پارک های فناوری کشور(مورد مطالعه: پارک فناوری شیخ بهایی اصفهان)
سیاستگذاری و یا به عبارتی اولویتبندی فعالیت ها در حوزه های مختلف پژوهشی و صنعتی، از جمله مهمترین عوامل افزایش کارآیی در تخصیص بهینه منابع است. با توجه به نوبودن مفهوم پارک های علم و فناوری در کشور و نقش بالقوه ای که این مراکز در دوره گذار به سمت توسعه برعهده دارند، تعیین اولویتهای فعالیتی و راهبردی این مراکز باید در راس توجه ها قرار گیرد. به این منظور، در پژوهش حاضر، پس از انجام مطالعات کتابخانه ای و بررسی آثار پژوهشی مرتبط و مطالعه اسناد ملی از جمله سند برنامه پنجم توسعه، سند چشم انداز بیست ساله و غیره، 17 معیار برای انتخاب صنایع با فناوری برتر، جهت ورود به پارکهای فناوری کشور شناسایی و انتخاب شدند. در ادامه به منظور اولویتبندی آنها، پرسشنامه ای مشتمل بر 17 سوال، طراحی گردید و برای اطمینان از جامع و مانع بودن پاسخ ها، در اختیار سه دسته عمده از افراد درگیر در این فرآیند، یعنی سیاستگذاران وزارت علوم، شرکتهای مستقر در پارک و کمیته های جذب پارکهای فناوری قرار گرفت. این 17 معیار، با استفاده از نرم افزارSPSS18 و استفاده از تکنیک آماری تحلیل عاملی اکتشافی، در 4 عامل کلی طبقه بندی گردید که پس از مرور آثار پژوهشی مربوط، عنوان های پیشنهادی اقتصادی و فنی، راهبردی، زیرساختها و محیط زیست، برای آن ها درنظر گرفته شد.

در حوزه سیاست گذاری علم و فناوری، مطالعههای زیادی در مورد دستاوردهای همکاری های فناورانه صورت گرفته است. برخی از این مطالعهها بر اثربخشی سیاست های علم و فناوری تمرکز کرده اند. در کشور ما نیز سیاست های علم و فناوری از طریق مشوقهای متعدد بویژه در حوزه فناوری های نوظهور مانند نانو، از همکاری های فناورانه حمایت می کنند. با این وجود در اثر بخشی این سیاست ها تردید هایی وجود دارد. در پژوهش حاضر تلاش شد تا عوامل موثر بر دستاوردهای همکاری های فناورانه بررسی شود. برای این منظور، پس از مرور ادبیات، عوامل موثر بر دستاوردهای همکاری های فناورانه در 4 دسته عوامل فردی، سازمانی، نهادی و تعاملات دسته بندی گردید. این مدل از طریق مصاحبه با 20 خبره حوزه سیاست گذاری علم و فناوری و نانو کشور صحه گذاری شد. سپس مدل پژوهش از طریق روش معادلات ساختاری و تحلیل مسیر مورد آزمون قرار گرفت. 72 پژوهشگری که در این پیمایش مشارکت داشتند بصورت تصادفی از پایگاه داده ای خبرگان نانوفناوری انتخاب شده بودند. نتایج این پژوهش نشان می دهد که عوامل مرتبط با ارتباطات و تعاملات شامل تعاملات فردی، تعاملات سازمانی، شبکه اجتماعی و شبکه های فناوری تاثیر مستقیم و مثبتی بر دستاوردهای همکاریهای فناورانه دارد.
