This paper aims to identify the mechanisms of endogenizing windows of opportunity in order to facilitate and accelerate technological catch-up with the sustainable transition approach in the wind turbine industry in Iran. To conduct this research, a qualitative approach and case study strategy have been used. For this purpose, the historical evolution of the wind turbine industry in Iran from 1988 to 2020 and the current situation of this industry based on the functions of the technological innovation system have been reviewed. Then, the challenges of endogenizing the windows of opportunity and catch-up in this industry in Iran have been identified. Findings indicate that the trend of industry development has been upward until 2015, however, despite the efforts made to endogenize the windows of opportunity, its growth rate has slowed down in recent years. This issue has caused the industry to lag behind in the global competition. Currently, one of the most important challenges of this industry is the weakness in the direction of research, weak legitimation mechanisms, as well as the lack of enough domestic and foreign market. Finally, suggestions are provided for the endogenizing of all three windows of opportunity through the functions of the technological innovation system in the wind turbine industry.

The role of public policy goes beyond correction of market failures. they facilitate or guide the market process, as well as play a more creative role by using different forces. This paper study the policy patterns arising from evolutionary economics , this article uses an alternative economic approach to describe technology and innovation programs in Iran. To achieve this goal, this paper uses evolutionary economics approach as body of analysis, and the vice presidency for science and technology as the main institution for implementing the country's technology and innovation policies. To answer the research question about the effects and requirements of the formulation of governmental programs for support and development at national level, conducted programs of the vice presidency for science and technology from 2013 to 2019 were studied from evolutionary perspective. In this article, qualitative research has been done based on content analysis strategy and qualitative data. Based on this, five part model of “procedural behavior”, “diversity”, “selection”, “innovation”, and “Inheritance” were designed and policy programs and functions of VPST have analyzed based on that. In policy programs, the promotion of innovation regulations and improvement of knowledge procedures of factors, especially in business environment, needs more attention. Also functionally, the scaling up and policy support have been considered as prioritized functions in the future activities of the vice presidency

Innovation is the result of the activity and interaction of a network of public and private institutions operating in a country that enable the creation, transfer, absorption, change, dissemination, and use of beneficial knowledge. Therefore, the present study enters into the discussion of innovation with a systemic approach and tries to crossover effect of financial development and institutional indicators of good governance (voice and accountability, political stability and absence of violence, government effectiveness, regulatory quality, and rule of law and control of corruption) on innovation in 21 selected countries to focus on efficiency during the period 2007-2018. The research model was estimated using panel data and the generalized moment method (GMM). The results showed that the crossover effect of financial development and all indicators of good governance on innovation is positive and significant. Also, the distinct effect of financial development and good governance indicators on innovation is positive and significant. However, the estimated coefficient of individual effect is smaller than the estimated coefficient of their cross-section. Furthermore, the effect of other variables of the model, accumulation of research and development capital, human capital, intellectual property rights, population, and foreign direct investment, on innovation has been positive and significant.

Considering the importance of developing salinity plant technology and domestication of non-native halophytes in Iran, based on coevolutionary approach to technology and institutional arrangements, this article tries to respond the question why this technology has remained at the laboratory level? In order to explain the reasons for the lack of optimal development of this field of technology using the mixed exploratory method, the literature and some empirical studies related to the research topic, were reviewed and structures of the patterns of technology and institutional arrangements coevolution were determined. Then using fuzzy cognitive map method, effective factors and evolutionary pathways were described. This research shows that, academic researchers, institutional entrepreneurs and intermediary institutions have been more effective than any other institution in all of them. In this coevolutionary pattern, three different paths can be identified that in some cases there are weak connections between them. Weak connections between supply and demand side paths ,is one of the reasons for the failure of the development of plant technology is salinity which is mainly due to the lack of technology-related governing body in the Ministry of Jihad Agriculture and ignoring evolutionary patterns by researchers and institutional entrepreneurs .consequently lack of appropriate supportive institutions.

The present study was conducted with the aim of extracting the requirements for implementing an organizational wiki (defense wiki) for the Iranian defense industry. The research method was qualitative and data collection was done using interviews. The statistical population and spatial scope of the study consisting of managers, article writers and defense experts in the country in 1398 as a case study in which 12 people were selected by purposive sampling and snowball sampling. Also, 6 wiki writers and administrators of Persian Wikipedia were selected according to the theoretical saturation rule and observing the criterion of sufficient number of sample size and content of interviews according to the saturation principle. After conducting the interview and analyzing the content of the interviews in MAXQDA software, the concepts of the model were extracted through open, axial and categorized coding. Based on the findings of qualitative analysis of the content of the interviews, the theme of requirements and height was extracted from 6 categories and 12 subcategories, which were identified from 60 main codes and 180 open codes. Six categories of Wikidata requirements, including core policies, social structure, motivators and deterrents, executive processes, knowledge management processes, and software were required, based on the results of a practical model.

Entrepreneurship includes all activities and actions related to understanding the opportunities to take advantage of these opportunities. Recognizing and exploiting opportunities has been considered as the main subject and essence of entrepreneurship science. In fact, without studying the mechanisms and factors affecting the birth and growth of entrepreneurial opportunities, it is not possible to achieve an accurate understanding of entrepreneurship as a whole. This special time frame is called the opportunity window. The purpose of this study is to identify the signs of openness of entrepreneurial opportunity windows by using environmental changes in order to take advantage of opportunities. This research is a kind of basic research and a Meta synthesis method has been used to do it In this study, 300 articles and books (internal and external sources) were reviewed and after screening, 38 final articles were selected by Critical Appraisal Skills Program method. The Meta-synthesis results showed that the factors shaping entrepreneurial opportunity windows have 8 main categories (technological changes, demographic changes, social and cultural changes, industry and market changes, economic changes, political and legal changes, market defects and new knowledge) and 30 Is a subcomponent.
