In order that achieve this goal, a qualitative approach and a descriptive phenomenological method have been used. The statistical population of the research is the acecr project managers, from which 29 people in 6 different scientific fields of basic sciences, humanities, technical and engineering, medicine, veterinary and agriculture. Data were also collected in the period of 2019-2020 using semi-structured interview tools until the achievement of theoretical saturation. The data were analyzed based on seven-step Colaizzi strategy. According to the research findings in the drivers section,190 separate concepts and 27 sub-criteria in the form of 6 main factors including technical knowledge and practical experience of project management, project manager's professional skills, project manager's ethical and behavioral characteristics, intellectual abilities Project manager, organizational structure and processes, and organizational culture and attitudes were identified. For this purpose, at first, a systematic review of the literature was done in order to achieve a properly enough research background and then a sample of 54 articles was chosen and examined by using Systematic review approach. After the identification of the related variables, the relations between them were examined and drawn as a conceptual framework based on the research background. Then, in order to adapt the identified framework to reality, interviews with experts were done and after verification, several new variables, such as the degree of variability of managers, the culture of monopoly of knowledge, and competence; were added to the new framework and with the final identification of 32 categories, the relevant questionnaire was developed and distributed among stakeholders. Finally, by extracting the results and using the fuzzy mapping technique and also two soft wares of FCMapper and Pajek, a correlation model was designed between the factors and by analyzing the relevant results, effective scenarios were identified in the research. The incubators of Iranian Research Organization for Science and Technology and the Science and Technology Park of Guilan Province were selected as the case of study. The status of the network in the years leading to 1394 and 1398 compared using social network analysis in seven areas of cooperation to achieve this goal. These entities have a high failure rate due to uncertainties and risks in their development path. The lack of financial and operational records makes it difficult for supporters to make decisions and makes them reluctant. Considering the high rate of changes and the industry’s distinctive conditions and need for a model or framework to explain the causes of failure, this study’s purpose is to present a framework based on the factors affecting failure in order to help the founders and supporters to take appropriate decisions and actions. This study with a qualitative-quantitative mixed approach was done by gathering a relatively comprehensive set including 96 failure factors from the research literature, surveying 17 Delphi panel experts, classifying 81 failure factors approved by experts into twelve components and three dimensions and confirming 79 framework factors using Structural Equation Modeling method with Smart PLS Software. The results show the significance and impact of the business model, organizational factors, and IT startup ecosystem on failure. From the internal aspect, the personality characteristics and capabilities of the founders and from the business model aspect, it is recommended to pay attention to resources and income models.
