The purpose of this study is to identify the factors affecting creativity and innovation of military personnel using a meta-analysis approach. Regarding to the input and output criteria, 18 studies used the meta-analysis, were analyzed using CMA 2 software. The findings show among antecedents of creativity and innovation in Military Organizations, 1 item (7%) had an effect size of less than 0.3, 4 items (27%) had an effect size of 0.3 to 0.5 and 10 items (66%) had an effect size greater than 0.5. Factors such as learning, the quality of the education system, psychological empowerment, organizational culture, knowledge management, organizational conditions and leadership style have the highest effect size and motivational needs as respect and self-actualization have the lowest effect size.
