شناسایی موانع اجرای اسناد سیاست علم وفناوری کشور

چکیده

اجرای ناقص سیاست‌ها، از مشکلاتی است که تمام کشورها، چه پیشرفته و چه در حال توسعه با آن مواجه‌اند. از منظر دانش سیاست گذاری، دلیل عمده این موضوع، عوامل بازدارنده اجرای سیاست‌ها در سطوح مختلف هستند. پژوهش حاضر با هدف شناسایی عوامل بازدارنده اجرای اسناد سیاست علم‌وفناوری در کشور با تاکید بر نقشه جامع علمی کشور به عنوان یک سند کلان و سند توسعه هوا و فضای کشور، سند علوم و فناوری‌های سلول‌های بنیادی و سند گیاهان دارویی به عنوان سه سند بخشی ذیل آن انجام شد. در این راستا، روش ترکیبی با دو مرحله کیفی و کمی مورد استفاده قرار گرفت. در بخش کیفی، با بررسی مطالعات پیشین، موانع اجرای سیاست‌ها در قالب یک چارچوب طبقه‌بندی شد و سپس با مصاحبه و بهره‌گیری از تجربه‌ها و دیدگاه‌های تعدادی از سیاستگذاران و مجریان اسناد یادشده، فهرستی از موانع، تهیه، اصلاح و تکمیل گردید. در بخش کمی، برای تعیین وزن هر یک از موانع شناسایی‌شده، پرسش‌نامه‌ای تهیه و با استفاده از روش نمونه‌گیری هدفمند بین 31 نفر از خبرگان و مجریان سیاستگذاری کشور توزیع گردید. بر اساس این نظرسنجی، عمده موانع موجود بر سر راه اجرای اسناد سیاست علم‌وفناوری عبارتند از: معضل اولویت‌گذاری، به گونه‌ای که کلیه اقدامات ذکر شده در سند، دارای اولویت هستند، عدم استفاده از نتایج آینده‌نگاری در تدوین اسناد، عدم انطباق‌پذیری سیاست‌ها با چالش‌های موجود، عدم شبکه‌سازی میان سیاستگذاران، حاکمیت نکردن سیاست‌های فرادستی، نبود نگاه فرابخشی، ساختار دیوان‌سالاری جزیره‌ای و نبود نگاه بلندمدت به مدیریت و راهبری برنامه‌های سیاستی. به این ترتیب، این مقاله سعی دارد تا در شناسایی و تحلیل موانع بازدارنده اجرا در ظرف‌و‌زمینه ایران گامی جدید بردارد و با روش علمی، به آسیب‌شناسی اجرای اسناد سیاستی علم‌وفناوری در کشور بپردازد.

The incomplete implementation of policies is a problem all developed and developing countries must deal with. From the perspective of policy-making knowledge, the main reasons for the issue are factors hindering the implementation of the policies at different levels. This study aims to identify the barriers of science and technology policy implementation in Iran, with an emphasis on Iran's National Comprehensive Scientific Map as a major plan and 3 other sub-plans, namely National Aerospace Development Document, Stem Cell Science and Technology Document, and Medicinal Plants Document. To this end, a synthetic method including a quantitative and a qualitative phase is used. In the qualitative phase, by reviewing the literature, the barriers to policy implementation are classified in a framework. Then a list of barriers is provided, revised and completed with the help of some policymakers and aforementioned roadmaps and plans executives through interviews. In the quantitative phase, for weighting the identified barriers, a questionnaire is designed and distributed among 31 experts and policymaking executives through selective and subjective sampling. According to the survey, the main barriers to the implementation of the science and technology policy documents are: the problem of priorities, because each action listed in the document must have its own priority; ignoring foresight results in drafting documents; policies inadaptability with existing challenges; the absence of networking among policymakers; non-governance of major policies; the lack of multi-sectoral vision; the insular structure of bureaucracy; and lack of long-term vision to management and governance of policy programs.
