پیشران های کسب و ایجاد قابلیت های فناورانه ساخت محصولات و سامانه های پیچیده در بنگاه های متاخر: مطالعه موردی شرکت توربوکمپرسور نفت (OTC)

چکیده

اقتصادهای نوظهور و کشورهای در حال توسعه، طی دهه‌های اخیر تلاش‌های زیادی در زمینۀ همپایی فناورانه، به‌ منظور دستیابی به دانش و قابلیت‌های مورد نیاز برای ساخت و توسعۀ محصولات و سامانه‌های پیچیده به نمایش گذاشته‌اند. طی سال‌های گذشته در ایران، برای دستیابی به دانش، مهارت‌ها و فناوری‌های ساخت توربین‌های گازی تلاش ‌های زیادی صورت گرفته و نتایج مطلوب و قابل ملاحظه‌‌ای نیز به‌ دست آمده است. این مقاله با استفاده از رویکرد کیفی و راهبرد پژوهشی مطالعۀ موردی، به مطالعۀ تجربۀ شرکت توربوکمپرسور نفت (OTC) در دستیابی به دانش و قابلیت‌های فناورانه و مدیریتی ساخت توربین‌های گازی صنعتی در قالب طرح توربین گازی IGT25 ‌می‌‌پردازد و پیشران‌ها و عوامل مؤثر بر این تجربۀ    موفقیت‌ آمیز را شناسایی می‌کند. یافته‌های این پژوهش نشان می‌دهد که سیاست‌ها، حمایت‌ها و اقدامات دولت، شبکه ‌سازی، تعامل و همکاری بین کنش‌گران و ذی نفعان اصلی، روش‌های کسب قابلیت‌های فناورانه، وجود بازار و تقاضای داخلی چشم‌گیر قابلیت‌های سازمانی و مدیریتی‌، بافتار و عوامل محیطی نقش کلیدی در همپایی شرکت توربوکمپرسور نفت و دستیابی این شرکت به دانش و فناوری‌‌های ساخت توربین‌های گازی ایفا می‌کنند.

چکیده [English]

During last decades a large amount of efforts have been done by emerging economies and developing countries in order to technological catch-up and acquiring essential knowledge and capabilities for manufacturing and development of complex products and systems. As an example, Iran has been doing a lot of efforts in order to acquire essential knowledge, skills and capabilities for manufacturing and developing gas turbines and it achieved pleasant and remarkable results. So, this paper through applying qualitative approach and case study strategy has investigated the successful experience of acquiring knowledge, technological and managerial capabilities of manufacturing industrial gas turbines by Oil Turbo Compressor Company (OTC) during IGT25 project and has identified drivers and factors effective on this successful experience. The evidence illustrate that government policies, supports and initiatives; networking, interaction and cooperating within key players and stakeholders; existence of significant local market and demand; strategy and mode of technology acquisition; organizational and managerial capabilities and contextual and enviornmental factors have played key role in acquiring knowledge and technologies of manufacturing gas turbines by Oil Turbo Compressor Company.
